We will resume negotiations on salary that began in May for the 2019-2020 school year. After the Unaudited Budget Actuals are presented to the Board on September 4th, our first negotiations date is September 23rd. Please attend your Site union meetings and check your non work email to stay in touch.
All the votes are in and we have approved the Tentative Agreement at each site. We have agreed to continue negotiations in the Fall on salary and hourly for 19-20, starting before October 1. We have also gathered information from you on the Opt-out option for health care.
Your retroactive pay should be received in August.
GSCFT went to the table on Tuesday, May 21. We had a positive discussion with the District, however, the District was not ready to make us an offer. We did put our proposal on the table for a salary increase for this year and for 19-20, for a higher hourly rate, for a paid PD day on our salary schedule, and for a stipend equity subcommittee to begin next Fall. Our benefit study committee is meeting with Classified and Management to see if we can find any plans that have reduced costs. So far, SISC rates are going up 6%-9% due to cost increases in Northern CA.
The tentative agreement has been voted on by our membership, and passed with 86%. There was a compromise on the calendar. The new calendars will be attached to the homepage of this website for easy reference. We will begin salary negotiations in March.
A subcommittee of the Negotiations team is meeting to review and revise our Leave Section. We hope to wrap our draft work prior to Winter break and then other negotiations will begin in January. We plan to negotiate later in the Spring on salary when more is known about Governor Newsom’s proposed budget.
We will receive our raise from the ReOpener Negotiations in our December Check. This will include the retroactive amount, a 1% one time bonus and the 1.3% raise.
We have completed the Calendar Survey: the results were in favor of beginning the year August 12th to have even Semesters. Participants also support a 2 year calendar, a week off at Thanksgiving and a week off in February associated with President’s day. The Calendar Survey results inform our negotiations.
Casey attended the AFT Convention in Pittsburgh from July 12-16th. It was an inspiring gathering of more than 3, 500 AFT members. We are ready to fight the attacks by groups like the Freedom Foundation and the Koch Brothers who are trying to destroy our Unions. We heard from powerful speakers: starting with a Women's Rights award to Hillary Clinton on Friday, Senator Elizabeth Warren came to speak on Saturday. Then Sunday, we heard from Congressman Conor Lamb and were really moved by an insightful, truthful and hopeful address by Senator Bernie Sanders. Casey will present more information on this at our first GSCFT Reps. meeting in September.
GSCFT Members overwhelmingly approved an entirely new article to our Contract in the area of teacher evaluation. The new language was developed by a joint working group of SCCS Administration and GSCFT Teachers. The new system will begin in the 18-19 school year. An email has gone out to all members with the vote results and an earlier email contained the new Article. If you did not receive this, please send us your email.
On Tuesday, 3/27, GSCFT Site Reps., Site Principals, District Leadership Team and Union Officers participated in our first Pal day, This event was co-hosted by GSCFT and SCCS. We learned that having more collaborative partnerships between teacher unions and administration not only makes for a happier workplace, but actually can improve student achievement. Our Tentative Agreement for 2018-2019 which includes a 2% raise, was passed by the SCCS School Board on Weds. night, Feb. 28. We receive 1.5% of the pay increase beginning now, retro to the beginning of the year, and .5% July 1. That does not preclude salary negotiations next year. New Calendars have been posted to this website. Our next piece is competing negotiations on the Evaluation Article of the Contract. We will preview that at our Reps. Meeting 3/5.
At the Board meeting tonight, the Board will approve any lay offs being paid due to declining enrollment. A seniority list has gone out to every site 9from HR). Check the list to make sure that the information is correct. Contact me with questions. We have a tentative agreement for the 2017-2018 year. We have agreed to a 1.5% raise retroactive to the beginning of this year, with an additional .5% added July 1st (the new fiscal year) so that your salary will be 2% higher as you begin school in August 2018, than it was in August of 2017. (This does not preclude negotiations for next school year.) We also agreed to a reopener on salary, if there is a positive variance greater than 2% in the budget. Negotiations continued today, 1/18/18. We continued to discuss the Athletic Director Stipend issue for Middle and High Schools and the Administration's request for additional training time for elementary teachers. We also discussed salary and have made progress since the negotiations of December; there is now a discussion of money on the salary schedule, rather than a one time bonus that was offered prior to the revision in the SCCS Budget. We meet again on 1/31/18, and I will update you again after that meeting. Many of you have asked about the calendar: the calendar is part of the negotiations package. We do hope to come to an agreement soon, and at that time, the calendar dates would go out.
We returned to the bargaining table today for the first time since early November. We were disappointed that SCCS District Administration offered us a one time bonus, not on the salary schedule, (with a possible re-opener). The cost of living in Santa Cruz continues to rise, meaning our current salaries lose value compared to cost increases in housing, benefits and other life necessities. That said, this is early in the negotiations process; we have asked the Administrative Team to go back to look at the budget again, and we are hopeful that when we meet January 18th, 2018, we can move forward together.
